How long does it take to get an executor's letter!!!

Do you not have a minus 10 rating?

My father in law (HA Roets) died on 6 October 2017 and we are still trying to get an executor's letter. It is now almost 11 months!!! They either 1. misplace the documentation, or 2. add some more forms to be filled in, or 3. the guy working with the account is on leave , or 4. we are just told to come back in 2 week's time, or 5. they are busy with estates starting with "P" and will attend to estates starting with "R" next week 6. the guy working with the account has died - two weeks ago. They now need to start from scratch
