Guardian fund claim

The Father of my niece passed away in 2011, we have submitted claim documents with GEPF and the Master of the high court. Since then i have been doing follow ups with the guardianship department and always sent from pillar to post with the document tahye are waiting for from GEPF. I was emailed the document by GEPF however the guardianship department advised they need the original for audit purposes. I have done numerous follow ups with GEPF and was advised they have sent it to the Master of the high court. I have asked my sister to hand deliver the same form they need and to my surprise i was advised they do not take the and delivered form from the client they want it sent directly by GEPF. What is surprising is that the same form hand delivered will be hand delivered by the driver from GEPF , i don't understand the difference unless they want bribery or there is a share they get when lawyers are involved in the claim.
