Delaying tactics

My son's name is Karabo Joy Khambule his father passed away in 2007. His name is Ronny Riba Mphuthi passed away and his money was left in a trust account managed by Master of high court. I am waiting for confirmation that the forms are received by your department. I couriered them on the 8/12/05 I then called to check if they were received. I spoke to Alfred mahlangu whom told me that I have go to the courier services and find out who signed for the forms it was Susan and I called back and informed them and he told me that they have more than one Susan and I called back Postnet. I received a call after a week saying they have found the forms but the school stamp is 3/12/05 and the principal signature is the 04/12/05 therefore it is declined i have to resubmit them. I am paying R200 per delivery and ever since I started to claim from this department I have been send from pilar to post. I was ****** nearly rapped while going to this department. I was trying to be proactive as I am unemployed and kids don't have money for food and school clothes. I am so disappointed cause I have to resubmit them again. The school are opening next week and I feel offended by their incompetence.
