Waiting years for service booklet

They don't have service booklets. I recently bought a Mahindra Scorpio without service record, not wven a booklet. When I went to Mahindra to ask for a service record booklet so that I can start keeping record, I'm told they don't have stock and have been waiting FOR A YEAR for it to come from India. And when I enquired on the Mahindra App, it was the same story. Are you telling me they cannot just get the file from India and start printing ones locally in South Africa? Or simply draft and print new ones in SA? This is truly absurd and laughable.
