Water shortage

I'm a tenant in one of mafadi properties, Bjala Square in Johannesburg, our building has had water flow problems for the whole year and it got worse in the month of August until now December to the point where we hardly have hot water at all causing us to double our electricity bills and gas so we can boil bathing water if we have a chance of water it's only cold water which will be 50 or 60litersa day l know cause l could only fill 1 and half of my 20 litre buckets and that's for bathing cooking and sewage l mostly wash my clothes at my mum's once a month when my dad comes to visit l don't have transport to be carrying my kids clothes every week to be washed except for the uniform that l would pack weekly in my bag it's been a struggle to survive without water but I'm still expected to pay R1100 for water every month l sent a message to the lady at the accounts department she told me to skip water on my payment in the month of September which l did exclude a R1000 but when my statement came the money l excluded was added in my bill few days later there sent a letter to say we shouldn't be worried there will sort it out but the next month which is November there added until now December now according to their records I'm owing them R3000 + Outstanding and that's because of water everytime l call the office I'm to understand what's going on I'm told to call in 15 minutes there busy when I do I'm given another 15 minutes next day same story when l finally got hold of the lady in charge of accounts she l told her my story and that she is the one who said l must exclude water she said Again l should call after 15,minutes she will check my account l did she never answered l left messages on WhatsApp she never responded the lady lawyer in my office tried to call no one responded since November I've been waiting for explanation nothing, all there want is the full payment of R8149, 76 what should I do where should l go since the management is not interested to do anything about it it's 16:47 l still haven't bathed I'm waiting for the few drops of water that l get per day so I can bath
