Rand Daily Mail - Electricity Billing

In the event of the cable theft in Johannesburg, we stayed for almost 2 weeks with no electricity in the building - resulting in rotten food and cold baths. The electricity bill for the month of no electricity was exactly the same the month where we had full electricity, I do not understand how this is possible!! We should be compensated for the buildings lack of sufficient services such as generators as we pay so much for rent, they raise municipality bills without notifying us and now we are charged for electricity that we didn't even use! Someone needs to explain!
