Mafadi using Prepaid Electricity Monies to service their needs vs paying the monies to the Municipality

We live at Huntingdon Place in Boksburg. The entire complex power has been switched off due to an arrears owed to the municipality.

According to the Municipality, our power is disconnected due to an arrears of over R124k. Every unit in this complex has a Pre-paid metre from STSS. STSS pats Mafadi the monies from the purchase of electricity. What I do not understand is how are we disconnected for electricity if metres are prepaid.

What I gather is that owners are not paying Levies, and what Mafadi is doing is using the prepaid electricity monies to cover their overheads and not servicing the complex electricity bill.
