M-SURE Scratch and Dent

I'm covered for scatch and dent policy with M-SURE. I made a claim for a scatch I had on my car. They sent me the list of panelbeaters I should get the quotes from. One nearest to me quoted R9 924.50, and the cheapest I got which was done online was R3,190.00. I submitted the R4,600.00 and R3190. 00 quotes to M-sure, together with the pictures of the damages . And they then rejected my claim stating that the damage is less than 15cm long. I'm not happy at all with this, if the panelbeater whophysically assessed the car quoted R9 924.50 this meant to me that the damage was serious, but clearly the insurance had to reject based on the pictures. Is the anything I can do to fight this?
