Vibe 4G phone sold and advertised by Loot as unlocked to all Networks

I purchased a vibe phone through Loot.co.za and it was advertised as being able to work on all networks by Loot. When I received the phone on the packaging it states It is network locked.

I queried this with Loot and they advised me to ignore the sticker and reiterated that it's open to all Networks. I have put a Telkom. Sim card in the phone and it does not register, indicating that it is locked.

Please can you call me or advise how I can get the phone unlocked.

I purchased this phone for my mother for Xmas and am very upset how Loot.co.za can falsely advertise the phone is open to all Networks.

I have provided the imei number and receipt from Loot.
