Against the Consumer Protection Act

I bought goods from Loot.co.za, paid for it and received an email staying that payment had been received, my order has been placed and will be dispatched in 7-11 working days. The day after placing said order I get an email from them saying "sorry but it was priced incorrectly on our site, we can't send it to you but we've refunded you with a Loot credit and a R50 voucher which will expire in September". Not only am I extremely annoyed but are they not obligated to send me my purchase as the mistake was theirs, not mine?? Is this not against the consumer protection act? They claim that they do not fall under it and only fall under the Electronic Communications Act. Please could someone advise me on my rights as the buyer?
