I didn’t sign a lease agreement with them but they refusing to refund my deposit money

21 days later and I still haven’t gotten my lease deposit and they not responding to those countless emails I’ve sent to them. That time I didn’t even sign the lease contract with them but they still refusing to refund my deposit.
