Deposit not returned

I still haven’t got my lease deposit from them. I’ve been sending emails but no response.It’s been 16 days since I’ve moved out and the manager just told me they can’t just give me my deposit without authorisation from the owners and they’ve been quiet ever since and they not responding my emails😤
