Poor service in not following client instructions

I cancelled a policy with them in February 2018 till date after I given them formal instructions filling in their forms to cancel my policy they still deduct the amount every month. I have requested for a refund several times and I have asked them several times to cancel my policy. I don’t understand what is so difficult if I give them an instruction just do it.
