Useless Internet Service Provider

DISGUSTING SERVICE ! I am extremely dispointed in the service that I received from Linteg/Fibre Skylink. I paid my bill last month hoping that it will be activated, but this was not done. After struggling, making several calls to them , a technician came out on the 17th of July , and the fibre worked for that one day only. The fibre is still off, I requested a cancelletion and a refund and Tian from Fibre Skylink stated that they cannot refund me. To my understanding , I am paying towards a service that is not being rendered at all. How do we move forward from this ?
