Fiber cables but not in house installation

first it took a few week for the fibre cables to be laid in our complex, now 2 weeks later, no in house installation has been done. I have been phoning the call centre to try and get help, but they just keep on saying that they will call back, which doesn't happen. WHO can I speak to , I would like to make arrangements for the in house installation, we have already received the router from MWEB, but can do nothing with it.
