Will I ever recieve my order?

I placed an order on 14th Feb, which was supposed to arrive in 10-20 working days. At 20 days it still hadn't arrived. I checked on my order page and another line had been added saying "sometimes it can take up to 30 working day" Now it has been 27 days so I wrote to customer service. I got a response saying it takes 90 Working days! Am I ever going to receive the order or will they keep changing the timeline? I was also charged twice for the order and had to send loads of messages to customer care befroe I could locate the person to refund me.
