Dirty dustbins outside the premises at the entrance

We are members of Discovery Health. My 85 year old father had a procedure done at Life Fourways, cancer removed from his ear lobe. My daughter is going to have a C-Section at the same hospital where she had her first baby. The Big dustbin at the entrance of the establishment outside on the same side where the little restaurant is, needs immediate attention. I have never seen such a filthy dustbin - the area around the top cannot be touched. This at a hospital which is supposed to be clean at all times. I am still shocked. I reported it to one of the waiters at the restaurant whose name I cannot recall. What is wrong with people. Maybe those who are employed to clean should go for eye tests. I cannot stand filth, can they not just clean please. Thank you
