Confusing advice

The Dr tells me that my mom can be released and I can fetch her. I say how do I do that? He says fill in a form, someone on the ward can give it to you. I phone the ward and ask for the form and they say I have to come and do it in person. But I can't, because I'm not physically in that city. The ward is not sure how to overcome this issue. Seriously?
