10 Hours no network

I pay a lot of money for my fibre and it has never been 400/400 my network is now of for almost 10hours with no decent response i have to hot spot to do work and the fault is never with Level 7 always somthing els yesterday was my power was a problem and then it went off again 7:30 again even changed power and my network wil be dropoing once a week so why do i pay for somthing that is not working properly
