Letsatsi Finance and Blue Oceans

Hi I need help with Letsatsi Finance I took loan 2019 and I paid it in full now I am struggling to get loans from other bank because they said they handed over at Blue Oceans now I want paid up letter for that Loan they said they don't have it on their system but now I am wrongfully blacklisted

Last year I called them they said I should wait until 21 days my name will be cleared until today Now I want to pay my installment they want paid up letter from me when I email Them they said they don't have it,when I go to branch they say I should contact Blue Oceans for that paid up Letter.Now I a struggling from 2019 until today
