wisdom security not willing to do their job

On sunday 05.04.2015 my brother was admitted for an appendix surgery @Ahmed Kathrada Private hospital in lenasia, before he was admitted at the emergency room e was requested to go the toilet to provide a urine sample, he went in adter he went in a man went in after him, and came back again, I was sitting nest to the toilet and thought that maybe the toilet had only 1 stall that is why that guy came out so quick. My brother then came out and realized that his cellphone was ******, he left in on the basin when he went in the toilet. I then told the security guard who was at the door of the emergency room and he confirmed that he also saw the guy, I went with to look for this guy we found him, BUT THEY CANNOT DO ANYTHING BECAUSE THEY HAVE TO CALL HEAD OFFICE FIRST FOR PERMISSION TO SEARCH THE GUY, I asked them if they pls check their security cameras they still refused I ran after after the guy because he was now leaving the premises and I shouted at the security that the man is leaving with my brothers phone,i took photos of his car as he left lenmed hospital, I want my brother's phone back ,the security guards at the gate confirmed that they were supposed to search the guy
