Pay for 5 MBPS download speed and lucky to get 3

I am paying for a download speed of 5 MBPS but at best only get 3, lately I am lucky to get 1 MBPS. I logged a helpdesk ticket last week and have had absolutely no report back or explanation. Helpdesk ticket number 17384.

What is going on?
