Incompetence, poor service

I stopped paying my premiums when got disatisfied with their poor service. Issues take forever to resolve. Now they don’t want to resolve issues that are long overdue, unless I resume paying. I can’t take those issues to a new legal company, is there no ombudsman to arbitrate on this?
