Poor Service delivery

I app**** for my licence on the 27-08-2018 and have been waiting for the past 14 Weeks for my licence and now they want me to pay for a temporary licence. I have paid R250 for my licence and don't see why i should pay for a temporary licence when its the municipality Fault and not mine. Total *******
