No assistance with Building Application

I have submitted a building application for renovations on my home in October 2014 to Kwadukuza Municipality via my architect. My plans are not being approved due to a member from the council insisting that a building line is required to be 5m away from a road. It being clear that my home is within an Estate, should be obvious enough for this council member to know that the building line need only be 1.5m away from the road within a private estate. The Building Council is refusing to provide us with the original approved plans for the house on which it clearly reflects the building line is correctly 1.5m already and approved. The attitude at the council is that no one gets paid to go and retrieve plans - however if not this then what is your job. Funnily enough other plans were retrieved before mine even though their applications. I want my plans approved asap.
