Leaking Sand Filter

I've enquired about this issue several times before, but had no response.

The sand filter on my 0.25kW pump kit has leaked since I bought it. It leaks unless I add a strip of foam rubber inside the ring. However that only stops the leaking for a while. How do I stop it leaking?
