Disgusting service from small business Kreamy Kreations

I purchased a voucher, in December 2018, from the company which does packages on novelty cakes and cupcakes, and when I asked to use it, on two occasions, I was refused. The owner, Akshi Rajbansi, had stated that on the first try, I contacted her after hours. On the second attempt she stated she would contact me when her store re-opened regarding my query which was placed on 23rd June 2019. She never did. When I contacted her(on 9th July 2019) to fulfill my order for 13th July 2019, and use the voucher, she said that she couldn't because it was too short notice, and she required a two week notice period.... Even though I had asked about the voucher 2 weeks prior regarding the query which she failed to respond to. The query did also state the date the order was required for. When I asked for a refund, she stated that her company policy did not allow it and said that she had told me prior but had confused me with someone else as the person she described was not me. Note that she did not state any terms and conditions when purchasing the voucher, not about any two week notice period, nor about a no-refund policy. She said that I could use the voucher until December 2019, provided I give her two weeks notice in future. I suggested that she pay someone else to fulfill my order as I don't have another function between now, 9th July 2019, and December 2019, but she again refused. I don't know how people can behave in such a manner where they can take people's money, refuse to honor vouchers which they sell to people that want to support local business, and behave so ruthlessly and unprofessionally.
