What do you call taking money but not providing any services?

My mom phoned around for a few quotes and got one from King Price. She however decided not to go ahead with their service and disclosed that. King Price then went ahead and took the fee of over R2000 from my mom's account anyway. FOR NO SERVICES RENDERED. She has tried to reach King price but the phone rings 3 times and no answer (great service there too huh?) and then they claim to have tried to phone her after she requested them to. Nothing was signed. Nothing was agreed to but they feel they're entitled to taking money? That isn't how things are supposed to work.
