Unauthorized debit orders

I got a quote done with king price in September and I didn't accept nor take the cover due to the very high access which I was only advised on when the manager was called to authorize the quote. Upon hearing the amount I asked the agent to cancel and not continue with the quote and he told me that he had already activated the cover and that he would have to put me through to cancellations, I didn't even provide him with my banking details but at the end of September the 1st premium went off my account, well it went off an old dormant account I have and I figured that they used the old banking details because I had previously had cover with them years ago. The debit order was reversed and I was charged for an unpaid debit order. About two weeks ago, someone from king price called and I advised him of what had happened and he said he would follow up and get back to me, today another Debit order went off, two in fact, and they will be unpaid and I will incure charges. Is this Even legal? Who is gonna be responsible for the charges????
