If getting a quote is this hard, how hard will it be to submit a claim?

I requested for a quote on my car on Friday. Philip phoned me around 13:20 and we went through the quote procedure. I asked that he please emailed me the quote, and he said he will. I did not receive the quote. He did however phone back a little while later asking for my email address again. Still I did not get the quote. For some reason a bit later a got a phone call from another agent, and I asked him if he can send me the quote. He went in and saw that the quote was not sent, he said he will send it and will phone and flow up on Monday. Needless to say I have not received the quote or the phone call yet. I have tried to phone Philip on his direct number, but it just keeps ringing.
