Dont want to pay out refunds

Dont want to pay my refund. I was due a refund, every time i call their excuses change to why they did not pay yet. Today they told me sorry you are not getting your refund back because I cancelled my policy. I cancelled my policy long after the refund was due! They just pulling out excuses to not pay my money!
