Debiting my account without consent

I was in contact with King Price Insurance in October whereby an agreement was made that they will initiate their contract once I cancel my current contract with the insurance company i was under. The agent who assisted me did not inform me about the access amount that I would be required to pay should an incident occur on my car, which would be an amount of R4000. I thereby requested that we do not proceed with the contract( to terminate contract as it had not yet started). To my suprise, R1000 was debited from my account at the beginning of December. I was in contact with a consultant by the name Miralda who assured me that I will be refunded of the amount as no instruction was not given to debit. To date, I have called King Price, their line is forever busy, if i get through, I receive empty promises that I will receive my money but still nothing. Yesterday i called again and spoke to an agent by the name Alisha. She assured me that she will get in contact with Miralda and I will be assisted. Still, I wait, nothing is being done.
