Can’t tow a car without keys

I had an emergency on Monday morning and had to rush to KZN, in an emergency you don’t think much but in a hurry to attend to your problem. I left my car at the mall. The next day I phone the mall and asked their terms and conditions regarding parked vehicle at the mall and they said it’s unfortunate that they can’t keep the vehicle for another night, they will have to get it towed to nearest storage facility. Which of course will cost me money, I called the insurance to go tow the car to my place, they said plainly no, they don’t tow cars without the keys. I had to fly someone down to move the car from the mall
