Billed but I'm not covered

I requested a quote from king price and in order to receive a detailed quote they had to add me on as a member which is only to start on 01/08/2015. After confirming with the consultant that I will be able to cancel it before it even starts and being told more than once YES. Tonight, on a Friday, they debit my account. My policy wasn't even active as yet!!! What on earth am I paying for?! I'm beyond disappointed considering what excellent service I received from the call centre staff. I will be canceling this policy which I was intending on going ahead with before they decided to help themselves and me pay for nothing.
