Refusal to refund deposit!!!

I was a tenant at a property that was being managed by the Vereeniging Branch. I handed in notice and I moved out of the property in August 2017. To date, my deposit has not been refunded. No damage was incurred on the property and no liabilities were lodged against my name but the branch refuses to release and refund my deposit. I sent numerous emails and followed up by calls to the agents only to be told that "You are not the only one who has a job, we are all busy". I requested to speak to the principal agent of the branch and that request was also turned down as "she is very busy and she will call you when she finds time". it has been 4 months without my deposit and it is now becoming apparent that there is no intention to return my deposit by the branch. I will continue to raise this until I am refunded my deposit as there is no legal or other reason being given to me as to why the refund of my deposit is not being processed. They are rude and they make one feel as though they stole when they want their deposit back.
