NOT PAYING BACK MY DEPOSIT - TERRIBLE SERVICE

We moved end of January 2016. It is the 15th of march 2016 a month and a half later and Just Letting where suppose to pay me back a deposit of R10 600.00 which they are refusing to do because they said that Ekhuruleni is 2 - 3 months behind and the Utilities bill that they gave me was estimated. Now I HAVE TO PAY ???? I am sorry but in the first place you can not give me a ESTIMATE on utilities! You Invoice me what I need to pay and that is what I paid. Secondly there was never a in Inspec. done when we moved in but they want to biIl me for maintenance???? have been struggling to get a response from Just Letting Benoni, I even contacted their head office and nothing is being done about this. I ended up visiting the branch and the utter lack of service is horrific and not to speak about Mrs Schantell De La Fontein that is so rude not only in person but on every phone call and email. We where still busy trying to sort the problem out when Mrs Schantell De la Fontein (Manager) and Mr Andre Bandenhorst (Branch Manager) decided to leave the premises by vehicle. Over the past year I have had numerous problems with Just Letting and I would like if something could be done about this.
