Just Property Centurion refusing to refund deposit money

Stayed at the place for 1 year 6 Months, No exit inspection done, they took the keys and said all is fine. when following up regarding the refund they said the money was used to fix the house based on exit inspection(which i know never took place), i asked them to provide the file and its now 6 Months that they've been looking for the file and now admit they dont have but still refuse to pay my refund. No pictures, No report, no communication regarding the damages was done until at point of asking for my refund, I logged a complaint with their customer complaint department but they couldn't help and transferred me to ombudsmen
