Holding my deposit

I moved out more than 40 days ago (on 31st August) I am yet to receive my deposit. I keep getting told they are waiting for quotes, Very unprofessional and unacceptable. Deposits should be paid within 21 days of a tenant moving out ..?

Now after chasing too much I got a quote of R4000 to paint only 3 walls, seriously..?? 1 wall paint is costing approx R1300 seriously.?? Are you painting the wall of China or painting it with silver or gold.? This is too much, if you are holding someone's deposit does not mean charge anything and eat their money.
