Electricity Account blocked

Just tried to by electricity / power for the complex that I'm renting through Just Property and the account is blocked. The owner of the house did't pay their raise and taxes. Soon we will sit without water. I have a family and a 3 year old son at home. This is one of the few complaints that I have which I struggle to get resolved. I have 30 units on the box and nobody can help.
