Lack of respect

I work next door to the Receiving part of East London Jumbo Cash'n Carry. They apparently schedule trucks to deliver 'by appointment', however trucks arrive at all times of the day and clog up the street. That's a small problem for the whole street. A bigger problem is what is happening right now. A truck has arrived and cannot get in their gate, his engine and refrigerator engine are both running - and this is very very loud and hurts the ears, and can cut through earphones - and he is tooting to get Jumbo staff attention. They are stoically ignoring him. There is nobody in the Receiving area and the two guards are far from the gate, and ignore calls for their attention. We tried calling the two managers of the plant, but they are 'in a meeting'. I called the Regional Manager, Dion Van Aardt, who said irrelevantly, "Millions of rands worth of goods are delivered!", as if we are asking for millions of rands worth of goods to not be delivered. He said he would call the plant manager in a tone I did not believe, and told me that "this will happen again" implying that I should live with it. I am really unhappy with Jumbo Cash 'n Carry's attitude. This isn't the first time we've tried to ask them to keep noise down (sometimes it has been very loud radio in Receiving, loud to the point where we can't have a meeting in our building), sometimes it has been damage to the over 100 year old tree on our pavement or a truck using up all our clients' parking spaces. I've witnessed real rudeness to our admin lady when she's tried to speak to them. I'm fed up, mostly with the lack of respect.
