Holding back deposit

moved on the 31st of December and I was told I'll receive my deposit after 21 days it has been more than 21days now ,when I email the lady she tells me they still waiting to finalize ,I left the building in its good condition bit I don't understand why it's hard get my deposit but I was doing everything them professionally it's really annoying honestly because I can ot keep running after people like this
