still waiting for my refund after years

Had an acc with jet few years back and paid for it and close it only to find out that I've over paid it...so I went to edgars last year to open new acc so I was told that i need to fax my account number 1st to edcon so that I can get my refund before I open my acc...I faxed my details twice but still no refund, so why bring up the refund story & at the end of the day i dont get anything huh??? I need my money.
