not enough cash to do refund on returns

Good day, I went to jet randburg this morning to return clothes for cashback. First the cashier did not say anything and then she called Thabo Maje, who is the assistant store manager. He just told me that he doesn't have enough cash. Then he also told me he cannot return the cash into my debit card. So, I asked him what is he going to do and he said nothing, until he has cash.
