No service

Very Poor Service. I have a bedridden friend that gave me power of attorney. I have to fetch her new card in store. I have every documentation with me. In store they phoned head office. They keep on saying she must come in. Bedridden? Really? I emailed every department for help. No assistance. Can any one please assist on this matter? Please
