Frustrated and cant wait any more

Bought a phone, and took it back I have not received it yet 8 weeks has passed. they say its the manufacture's problem. To me they not doing their best to make sure I am receiving my phone, I am frustrated I need my phone urgently. The policy does not say they need to give me a loan phone if 21 days has passed
