Can't get any response from HR department

I've been trying for weeks to get a response from Edcon's HR administration. <br> A clerk filled in the wrong code on a UI19 form and as a result a past employee, Oniccah Magoro cannot claim her UIF benefits.<br> I've tried phoning *** numerous times and when I get through, they tell me to send an email.<br> Emails to HRADMIN and HRContactcentre go unanswered or there's an autoresponse advising employees to use EDCON's intranet to log a problem. But outsiders cannot access their intranet!<br> <br> What can I do to get someone to correct the mistake on the UI19 so that Ms Magoro can get her unemployment benefits.
