Account that was paid off but still shows as if I still owe money

I had an account with Jet 2016 and paid the account off I have never recieved the certificate that I have paid off the account.I called and called and I was always told an email will be sent up until today and now I cannot open any other account because it shows that I still owe Jet clothing company
