Jenny Hotspot not activating on Cellphone

After the access code was bought online for Pavillion Strand, I could not activate Hotspot on my Note 9. Error message constantly "Voucher not authorized for this site" Eventually managed to activate on Laptop with pathetic coverage. If it wasn't for the friendly agent trying to help, I would have given -1.
