Internet speed false advertising...

I have been paying the past year for a 4-8 mbps bursting internet line. And never once did the speed go beyond ****bps... Every month i Called, they would have some odd excuse about towera not right and that they'll fix the problem... Almost 1 year and a half past... I moved to a new place and got a 5-10 mbps package just to find out I'm paying even more and also not getting more than 900 kbps... After the technician told me I've got the second best signal in whole of town in Piet Retief region... So doesn't matter which package you have... They advertise super fast internet speed/unthrotled and uncapped but they keep throttling every package to 1 mbps and less... How is this even legal????
