Paid up letter refusal

I called then wanting a settlement amount. A gentleman called Mabunda said I will get my paid up letter immidiatley. Today when I call he and the manager are so rude to me. I provided them with proof of payment. And Mabunda says whi h law says I must get a paid up letter. Bad service together with the manager.
